So when Jarlath Burns talks about ‘structured payments’ and ‘regulated contracts’ for inter-county managers, as he did after taking over as GAA president in February and again in an RTÉ interview last Sunday, you might assume the issue of under-the-counter transactions is about to be tackled once and for all.
